Hundreds of Unlicensed Betting Sites Emerge in Brazil Following President Lula’s Industry Ban

Brazil’s illegal online betting market has surged into view following President Lula’s Provisional Measure banning the country’s regulated gambling sector.

Within just one hour of the announcement on Friday, 25 September, monitoring tool Bet Legal had already flagged 41 new unlicensed betting sites operating in the country.

Bet Legal is a detection platform operated by Iron Security, a cybersecurity firm specialising in anti-fraud and brand protection services for licensed gambling operators in Brazil.

Iron Security is also currently working in collaboration with the National Association of Games and Lotteries, known as ANJL, as part of broader industry oversight efforts.

A further 292 illegal sites were detected on Saturday alone, with the cumulative total climbing to 543 by Monday afternoon, painting a striking picture of the scale of unlicensed activity.

However, the headline figure requires important context, as the 543 sites were detected following the ban, not necessarily created because of it.

Diego Terrani, CEO and founder of Iron Security, explained that Bet Legal records three separate dates for each site: the detection date, the domain purchase date, and the date the site obtained its security certificate.

Terrani’s data revealed that of the 322 sites whose purchase dates could be confirmed, 320 had their domains registered before the Provisional Measure was signed, with those sites averaging around ten months old.

Only two of the 543 detected sites had their domains purchased after the ban was announced, both registered on the Saturday following the Friday announcement.

The findings suggest that the surge in detected sites reflects increased monitoring sensitivity rather than a wave of newly established illegal operations created in direct response to the ban.

Despite this nuance, Brazilian authorities have moved decisively, with a task force drawn from the Ministries of Justice and Finance taking down 506 sites suspected of offering illegal betting services since the Provisional Measure was published.

Regulators have also extended their scrutiny beyond websites, actively monitoring Telegram channels that promote betting activity, channels which collectively reach a combined audience of 212,000 users.

The coordinated government response signals that Brazilian authorities intend to enforce the ban aggressively across both traditional web platforms and social messaging networks.

The situation highlights the ongoing tension between regulatory action and the adaptability of unlicensed operators, a challenge that regulators in many markets continue to face as digital betting becomes increasingly difficult to contain.
