Brazil’s Overnight Gambling Ban Sends Shockwaves Through Flutter And Allwyn As Legal Challenges Mount

Brazilian President Lula has banned online gambling overnight, a dramatic reversal given his own administration established and regulated the market at the start of his term.

The move comes in the final weeks of a closely fought presidential election, adding a charged political dimension to what is already a seismic regulatory decision.

Local industry sources have confirmed to NEXT.io that operators are preparing a legal challenge as a united bloc, signalling the ban will not go uncontested.

Further uncertainty surrounds the provisional measure’s requirement for congressional approval, meaning the long-term fate of the ban remains genuinely unclear.

Global lottery giant Allwyn, which holds a 36.75% share of Brazil market leader Betano’s parent company Kaizen Gaming, said it is evaluating potential mitigants as well as preparing legal action to preserve its five-year operating licence.

Allwyn acknowledged the financial consequences, stating that while the overall EBITDA effect would be limited, its previously stated 37% margin would no longer apply if the ban remained in force throughout 2027.

Global industry leader Flutter, which bought its way into the Brazilian market in 2024, outlined that the decision is expected to reduce 2026 revenue by approximately $70 million and EBITDA by around $20 million.

At Q2 2026, Flutter Brazil’s carrying value included $539 million in goodwill, $127 million in online customer relationships, $124 million in trademarks, and $31 million in computer software and technology.

Flutter’s position in Brazil came with considerable investment, and the company has conveyed significant dismay at a decision that undermines commitments made in good faith under a regulated framework.

A Flutter spokesperson highlighted the contradiction at the heart of the ban, noting that “Brazil decided to regulate this market, establishing rules, authorisations, and oversight mechanisms” and that “companies like Flutter Brazil invested in the country, paid licensing fees, generated jobs, and began paying taxes” on the basis of that regulatory milestone.

The scale of the disruption has drawn comparisons to a Black Friday-style shock across the global iGaming industry, with major operators suddenly facing material write-downs and operational shutdowns in one of the world’s most significant emerging gambling markets.

The Brazilian market had attracted substantial international capital precisely because it appeared to offer a stable, government-backed licensing framework, making the abrupt reversal all the more damaging for investor confidence across the sector.

With elections approaching and congressional approval still required, operators are caught in a period of deep uncertainty, balancing immediate legal action against the possibility that political circumstances could yet shift the outcome.
