    GamCare Secures £16m Financial Buffer To Safeguard Frontline Services During Statutory Levy Transition

    GamCare has secured a £16 million financial buffer designed to protect its frontline gambling treatment services during a turbulent funding transition period.

    The charity is navigating a major structural shift from voluntary operator contributions to a new statutory levy-funded model for gambling harms treatment.

    GamCare’s Annual Review covers the final full year of voluntary levy funding before the statutory levy on gambling operators fully takes effect.

    The transition has been described as representing “unprecedented change in the governance and funding of the sector,” underscoring the scale of disruption facing treatment providers.

    GambleAware, which historically distributed voluntary operator funding to charities including GamCare, halted all activities in March 2026, creating an immediate gap in the funding ecosystem.

    GamCare has responded by strengthening partnerships with NHS services and financial institutions while investing in quality frameworks to maintain service standards throughout the changeover.

    The charity acknowledged in its latest Trustee Annual Report that it must explore new avenues to develop “more diverse, resilient income streams” in response to the uncertainty created by the levy transition.

    GamCare currently receives £9.6 million in OHID grants, while fellow frontline provider Gordon Moody receives £4.5 million, making both organisations central to the delivery of gambling treatment across the country.

    Funding uncertainty remains a pressing concern, as OHID grants may not fully replace the income previously channelled through voluntary industry-funded sources like GambleAware.

    The NHS is expected to allocate around half of the statutory levy funding toward treatment services, though it remains unclear whether this will be sufficient to close projected shortfalls for frontline providers.

    GamCare’s decision to build a financial reserve reflects a cautious and strategic approach to an environment where funding timelines and amounts are not yet fully guaranteed.

    The £16 million buffer gives the organisation operational breathing room to continue delivering critical services even if incoming statutory levy payments are delayed or fall short of expectations.

    Treatment providers across the sector are watching developments closely, as the outcome of this transition will shape the long-term sustainability of gambling harm support services in Britain.
