    Albania Places Tax Revenue At The Core Of Its Sports Betting Comeback

    Albania has completed the core regulatory groundwork needed to relaunch online sports betting after a seven-year prohibition on the activity.

    President Edi Rama has made no secret that generating tax revenue is the overriding motivation behind the country’s decision to re-regulate the sector.

    Online sports betting was re-legalised in February 2024, though a substantial package of secondary legislation was still required before the market could become operational.

    That secondary legislation needed to address technical standards, licensing procedures, player identification, payment controls, and enforcement mechanisms across the board.

    The key regulatory milestone arrived in March 2026, when the Council of Ministers adopted Decision No. 194, establishing the competitive licensing procedure and evaluation methodology.

    Decision No. 194 also set out eligibility criteria and a timetable for future licensing rounds, marking the most significant structural step in Albania’s re-regulation journey.

    As of August 2026, Albania has passed the most difficult part of the process, which analysts describe as the political and regulatory preparation for legalisation.

    What remains is the practical leap of opening the tender, selecting the first operators, and allowing the framework to function under real market conditions.

    Stasya Yautodzyeva, Head of Analytics at 4H Agency, has provided a detailed breakdown of the framework provisions, economic elements, and first-mover opportunities shaping the country’s return to regulated online sports betting.

    The first generation of licensed operators will effectively serve as a live test of the new regulatory regime, with real compliance pressures and supervision from AMLF.

    Yautodzyeva notes that some rules that look clear on paper will inevitably require clarification once operators, suppliers, payment flows and AMLF supervision interact in practice.

    The first licensees will therefore be testing not only their own compliance models, but also the regulator’s ability to administer the new system at scale.

    It would be reasonable to expect further guidance, amendments, and practical adjustments to emerge following the first period of real operating experience in the market.

    Albania is unlikely to become a major European gambling hub, given that the population stands at only around 2.4 million and the number of licences is capped at ten.

    Despite its modest scale, the Albanian market represents a meaningful first-mover opportunity for operators willing to navigate a fresh and still-evolving regulatory environment.
