Norway’s state-owned gambling and lottery company, Norsk Tipping, has reached a settlement with a group of just under 17,000 disgruntled customers.
The dispute stemmed from errors in the Eurojackpot and Super Draw engines that left thousands of players wrongly excluded from prize draws.
An April 2025 error saw 16,968 customers accidentally omitted from the draw, rendering the 52 declared winners invalid and sparking significant backlash.
Lottstift, the Norwegian gambling regulator, harshly criticised the error and the affected customers subsequently pursued legal action against the operator.
The consumers were represented by SANDS, a prominent Norwegian law firm, with an initial court hearing scheduled for 24 August 2026.
Following the settlement agreement, that hearing will no longer go ahead, bringing the formal legal proceedings to a close.
The resolution of this particular dispute does not, however, signal the end of scrutiny facing Norsk Tipping across its broader operations and regulatory standing.
The April Super Draw error alone resulted in a NOK 25 million fine issued by Lottstift in September 2025, representing one of the most significant penalties in the company’s recent history.
A separate June 2025 technical error during a Eurojackpot draw led to an additional NOK 10 million fine, compounding what has been a damaging stretch for the operator.
Further trouble arrived in December 2025, when Lottstift fined Norsk Tipping NOK 1 million and ordered it to address deficiencies in its anti-money laundering procedures following an audit.
In May 2026, regulators instructed the company to improve customer checks on its KongKasino platform after a notable surge in users between 2020 and 2025.
Norsk Tipping occupies a central role in Norway’s gambling landscape, operating lotteries, gambling products, and sports betting under a state-controlled monopoly model.
The other state-owned operator in the country is Norsk Rikstoto, which handles betting on horse racing and other equestrian sports.
The string of fines and the high-profile customer dispute have collectively dealt a serious blow to Norsk Tipping’s reputation as a trusted and reliable lottery operator.
While the settlement closes one chapter, the regulatory pressure surrounding Norway’s monopoly gambling model shows little sign of easing in the near term.
