    Andy Burnham Targets Adult Gaming Centres With Gambling Levy Plan To Revive High Streets

    The UK Prime Minister Andy Burnham has outlined plans to use gambling revenues to provide financial relief for what he describes as “good businesses” on British high streets.

    Burnham has long been a vocal critic of Adult Gaming Centres, arguing that these venues disproportionately harm the most vulnerable people in local communities across the country.

    The proposals reflect a broader push to reshape how gambling is regulated at a local level, with Burnham seeking to shift power away from central government and toward councils.

    Previously, Burnham stated: “These are high-stakes gambling venues, often open around the clock, targeting some of the most vulnerable in our communities.”

    He continued: “It’s unacceptable that councils have so little power to regulate them despite repeated concerns from charities and local residents.”

    The concerns around AGCs are well-documented, with various studies confirming that late-night slot gaming is considered more addictive than other products such as sports betting and lotteries.

    Burnham’s position on gambling reform predates his time as Prime Minister, having been a prominent advocate for change during his tenure as Greater Manchester Mayor.

    Last April, 35 councillors and two mayors, including Burnham himself, co-signed a letter calling for urgent gambling reforms to reduce the centralisation of decision-making around the sector.

    A key demand within that letter was the removal of the so-called “Aim to Permit” policy, which critics argue has long made it too difficult for local authorities to refuse gambling licence applications.

    The high-street relief angle of Burnham’s latest proposals represents a notable framing of gambling reform as an economic issue, not merely a public health one.

    By directing gambling revenues toward supporting legitimate local businesses, Burnham appears to be building a political case that reform can deliver tangible community benefits beyond harm reduction.

    The plans are likely to face scrutiny from the gambling industry, which has consistently argued that tighter regulation of AGCs threatens jobs and legitimate entertainment venues in already struggling town centres.

    Nevertheless, Burnham’s position as Prime Minister gives the proposals significantly more political weight than his earlier advocacy efforts at a regional level.
