Gibraltar’s government has begun recruiting a new gambling commissioner and executive director, as long-serving Andrew Lyman prepares to leave the post.
The official job posting states the successful candidate will provide “strategic leadership and overall responsibility” for Gibraltar’s Gambling Division.
Candidates are required to have at least five years of experience in a senior executive, regulatory, or strategic role within the gambling industry.
A strong understanding of the operational, commercial, and regulatory landscape within gambling is also listed as a key requirement for applicants.
The role demands significant expertise in gaming taxation and fiscal policy, along with experience engaging directly with UK government stakeholders.
Candidates must additionally demonstrate a strong understanding of international gambling markets and regulatory frameworks that extend beyond the UK.
The appointment is being offered on a fixed two-year term, with the option of renewal and a “competitive” salary package attached.
Applicants are required to be resident in Gibraltar upon taking up the position, with the application window closing on 26 June.
Interviews for the role are scheduled to begin from the middle of July, though the government has not disclosed when a final appointment is expected to be confirmed.
Andrew Lyman has held the role of gambling commissioner and executive director in Gibraltar since January 2018, marking nearly a decade of leadership over the territory’s gambling regulatory framework.
Before joining the Gibraltar Gambling Division, Lyman spent over eight years with William Hill, including a period as director of group regulatory affairs.
His earlier career included a senior position as director of monitoring and enforcement with the UK Gambling Commission, giving him extensive regulatory experience across the industry.
Lyman is set to depart having overseen the introduction of Gibraltar’s new Gambling Act, which entered a transitional period in April 2026 and replaces the previous 2005 legislation.
The updated act introduces a modernised licensing and regulatory framework, incorporating enhanced oversight powers, expanded licensing requirements, and new accountability measures for industry participants.
His tenure is widely regarded as a formative period for Gibraltar’s gambling regulatory environment, having steered the jurisdiction through significant legislative and structural changes.
