    Gibraltar Launches Search For New Gambling Commissioner As Andrew Lyman Prepares To Step Down

    Gibraltar’s Ministry of Justice, Trade and Industry has officially opened the search for a new Gambling Commissioner and Executive Director to lead the jurisdiction’s regulatory division.

    The role is based at Europort and carries responsibility for the strategic oversight and management of Gibraltar’s gambling regulatory framework.

    Long-serving commissioner Andrew Lyman is set to stand down from the position he has held since January 2018, marking the end of a significant chapter for the jurisdiction.

    No official announcement has yet been made by Lyman himself, and SBC News has contacted him for comment on the transition.

    Before taking on the role in Gibraltar, Lyman spent over eight years with William Hill, including a period as director of group regulatory affairs, and earlier served as director of monitoring and enforcement with the UK Gambling Commission.

    During his tenure, Lyman was instrumental in shaping Gibraltar’s gambling framework, a task made considerably easier after the country was removed from FATF’s grey list in 2024.

    His time in the role also coincided with the three-year review of the UK’s 2005 Gambling Act, which is a core regulatory reference point for the majority of Gibraltar’s licensed operators.

    The UK government’s decision to introduce new gambling taxes from April 2026 prompted Gibraltar to push ahead with its own legislative overhaul, a process that Lyman helped steer directly.

    In more recent months, Lyman became a vocal advocate for prediction markets, overseeing the granting of licenses to prediction market platforms ADI Predictstreet and WageWire.

    His approach positioned Gibraltar as open to innovation at a moment when the convergence of event contracts, sports, and traditional gaming is accelerating.

    According to the job specification, candidates must have at least five years of experience in a senior executive, regulatory, or strategic role within the gambling industry, alongside a strong understanding of gaming taxation and fiscal policy.

    The government stated that the successful candidate will provide “strategic leadership and overall responsibility” for its Gambling Division, reflecting the seniority and scope expected of the appointment.

    Experience engaging with UK government stakeholders is also listed as a requirement, along with proven advocacy before authorities and regulators, particularly in UK public affairs.

    Gibraltar residency is mandatory, and applicants must be resident in the jurisdiction upon taking up the position when the appointment is confirmed.

    The role is being offered on a fixed two-year term with the option of renewal, and the government has confirmed that a “competitive” salary package will be made available to the successful candidate.

    The deadline for applications is 12pm CET on 26 June, with first-round interviews expected around mid-July and second-round interviews anticipated in late July or early August.
