The Philippine Amusement and Gaming Corporation has officially launched a national helpline dedicated to supporting individuals experiencing gambling-related difficulties across the Philippines.
Known as the National Problem Gambling Helpline, the service connects callers with trained para-counsellors and mental health professionals around the clock.
The helpline offers psychological first aid, guidance, triage and referrals for longer-term treatment where necessary, providing immediate and confidential assistance to those in need.
Pagcor has partnered with the Seagulls Flock Organization Inc., a non-governmental group specialising in counselling, addiction treatment and behavioural wellness, to operate the hotline.
SFO’s team includes psychologists, counsellors, social workers, researchers and advocates committed to helping individuals rebuild their lives following gambling-related harm.
Pagcor chairman and CEO Alejandro Tengco stated the helpline represented “Pagcor’s commitment to ensure that the gaming industry remains productive, well-governed, humane and accountable.”
Tengco acknowledged that while gambling serves as leisure for many, it can become a source of financial strain, emotional distress and social isolation for some individuals.
“We acknowledge that responses to problem gambling must be founded not only on regulation but also on compassion,” Tengco said at the NPGH launch.
SFO chair Teresita Castillo described the NPGH as the Philippines’ first 24/7 helpline specialising exclusively in problem gambling support.
Castillo noted the hotline’s vital role as a bridge connecting regulatory oversight with clinical, evidence-based treatment options for affected individuals.
The helpline launched with 12 para-counsellors working across three shifts, with the organisation planning to expand the team in the near term.
Para-counsellors recently completed training focused on motivational interviews, cognitive behavioural therapy, clinical skills and call handling procedures.
In a recent interview, Tengco emphasised that responsible gaming and stronger player protection measures remain central to Pagcor’s long-term strategic direction.
“Now that people are getting more conscious about responsible gaming, in the long run, I think people will realise that if they will play, they might as well play in Pagcor-licensed casinos because there is clearly player protection,” he said.
Tengco also highlighted the importance of KYC protocols for player protection, following the Philippine Central Bank directing e-wallet providers to disable links to online gambling platforms.
The Philippines recorded strong gross gaming revenue of PHP396 billion, equivalent to approximately US$6.4 billion, demonstrating the sector’s significant scale and reach.
