    New Operator Play 971 Begins Rollout in UAE Under GCGRA Oversight

    Play 971 has launched in the UAE, becoming the first fully licensed and regulated iGaming website in the country.

    The operator announced earlier this week that it had received authorisation from the General Commercial Gaming Regulatory Authority (GCGRA), marking a milestone as the UAE expands its regulated gambling framework.

    Although the regulator has not yet added Play 971 to its public list of licensees, the platform appeared accessible in Abu Dhabi and Ras Al-Khaimah during early tests.

    Users reported the site was not yet available in Dubai, suggesting a phased rollout.

    Play 971 is operated by Coin Technology Projects LLC, which shares an address with The Game LLC — the company behind The UAE Lottery.

    Industry sources indicated the official nationwide launch may be scheduled for the first quarter of 2026.

    Games and Suppliers Featured on the Platform

    The platform features a selection of slot titles including Wild Coyote Megaways, Lucky Lion and Juicy 7, supplied by OneTouch.

    Its live casino offerings include Speed Dragon Tiger by Evolution.

    Some suppliers featured on the site are not yet published on the GCGRA’s approved supplier list, though they may already have secured licences.

    The regulator’s published licensees so far have been concentrated in land-based and lottery services, with only a small number covering online distribution, geolocation and sports data.

    A Major Milestone in UAE’s Gambling Expansion

    Play 971 marks the first step in the UAE’s expansion into regulated iGaming, adding online sports betting, casino gaming and racing to a market previously limited to the UAE Lottery.

    Wynn’s Al Marjan Island resort, the country’s first major integrated gaming destination, is scheduled to open in early 2027.

    Industry insiders believe regulations may eventually allow one online operator per Emirate, creating the potential for up to seven licensed digital platforms.

    With Emiratis barred from gambling, the market will primarily target the expatriate population, which accounts for roughly 88% of the country’s residents.

    Rumours of the UAE’s move into online gambling had circulated since early 2025, and Play 971’s launch signals momentum is accelerating.

    Momentum LLC’s Role and Regulatory Developments

    Momentum LLC became a prominent force in the gaming sector last year after securing the UAE Lottery licence.

    The company operates The UAE Lottery through its subsidiary The Game LLC and appears closely linked to the Play 971 rollout.

    Momentum’s long-term plans include gaming, mixed-reality experiences, esports and AI-driven digital products.

    Play 971’s launch also comes as the GCGRA undergoes leadership changes.

    Founding CEO Kevin Mullally stepped down earlier this month, with Chairman Jim Murren assuming the role on an interim basis.

    Mullally oversaw the regulator’s establishment along with the rollout of the UAE Lottery and Wynn’s licence.

    In its first year, The UAE Lottery awarded more than AED147 million in prizes to over 100,000 players.
