    Georgia Opens Full International iGaming Licence Regime With Banking Access And Competitive Tax Structure

    Georgia has formally unveiled the complete terms of its International iGaming Licence framework, with full details published on the GISG website covering licensing, fees, and tax arrangements.

    The regime was soft-launched in July 2026, developed by Random Systems to bring the government, Ministry of Finance, Revenue Service, regulators, and banking sector under a single unified governance system.

    The framework’s ambitions were first outlined at SBC Summit Tbilisi on 15-16 July, where Random Systems Supervisory Board Member Vakhtang Katamadze appeared alongside gaming entrepreneur Nika Gigashvili of SMH Holdings.

    Georgian parliament had already accepted legislation establishing permits for the international provision of online casino games, slots, and sports betting under this new structure.

    Georgian citizens are explicitly excluded from participation, meaning the entire regime is oriented toward serving international operators from within Georgian territory.

    Tbilisi already functions as a significant operational hub for the global gambling industry, hosting major names including Spribe, SmartSoft, Evolution Gaming, Flutter, Entain, and Betsson.

    Despite that substantial industry footprint, the licensing and financial infrastructure underpinning those businesses has historically been located elsewhere, and Georgia is now moving to capture more of that value domestically.

    “We believe the foundations are already in place. Now it is time to demonstrate that Georgia can offer the regulatory certainty and institutional confidence international businesses expect,” Mr Katamadze told SBC.

    The Georgia International Strategic Group began promoting the framework internationally in September 2026, offering a five-year licence combined with Georgian corporate banking access and gambling-coded MCC 7995 payment processing arrangements.

    The tax structure has been designed to attract serious operators, featuring a 5% tax on gross gaming revenue, 0% on reinvested profits, and a 1% regulatory monitoring fee.

    The annual licence costs GEL 100,000, approximately $36,000, and runs for five years with no office or staff quota required inside Georgia.

    Operators need only a director, a local address, and backup servers to qualify, lowering the barrier to entry considerably compared to many competing jurisdictions.

    “Georgia is not building another licensing jurisdiction. We are building a country-level ecosystem for international iGaming,” Mr Katamadze said in the official launch statement.

    “Our approach is simple: if a serious operator chooses Georgia, the system should help that operator succeed.”

    Random Systems Georgia, the designated gambling regulator, stated that banks are already onboarding operators and the regulator is responding to enquiries within days.

    “Trust is not written into law — it is earned in practice. Georgia is earning it now: banks are onboarding operators, the regulator answers in days, the first licensees are preparing to go live. We are not asking the industry to take our word for it. We invite every serious operator to come and see.”

    GISG has also indicated that a further upgrade in operators’ favour will be announced in October 2026, suggesting the framework is still being actively expanded.

    Georgia’s immediate challenge is demonstrating that the operational capacity and regulatory environment described in Tbilisi can function effectively at genuine international scale.
