French Gambling Regulator ANJ Strengthens Anti-Money Laundering Requirements for Licensed Operators

France’s gambling regulator, the ANJ, has moved to tighten its grip on anti-money laundering obligations imposed on licensed online gambling operators across the country.

The ANJ issued a practical guide in September 2026 designed to help licensed operators better identify, document, and respond to player fraud and money laundering risks.

The publication of the guide signals a more hands-on approach from the regulator, which is pushing operators to take their compliance responsibilities far more seriously.

Licensed online gambling platforms operating in France are now expected to strengthen their internal processes for detecting suspicious player behaviour and financial activity.

The guide provides operators with clearer frameworks for documenting their findings and taking appropriate action when potential money laundering is identified.

The move comes at a time when anti-money laundering pressures on the gambling sector are intensifying across Europe and beyond, with regulators increasingly coordinating their efforts.

FATF issued a warning in early September 2026 flagging that money laundering activity within the gambling sector is on the rise, adding urgency to the ANJ’s latest push.

The EU’s AMLA body is also currently consulting on AML risk-profiling standards that would apply to gambling licensees operating across European jurisdictions.

That broader regulatory environment makes the ANJ’s timing notable, with France positioning itself as a proactive enforcer rather than waiting for top-down EU mandates to take effect.

Operators who fail to align their internal compliance structures with the ANJ’s updated expectations risk falling foul of a regulator that is clearly in no mood to tolerate lax AML practices.

The ANJ’s focus on fraud identification and documentation suggests the regulator wants operators to move beyond box-ticking compliance and develop genuinely robust systems for catching financial crime.

France has long maintained one of Europe’s more structured regulated gambling markets, and this latest intervention reinforces the ANJ’s commitment to keeping that market clean and accountable.
