    President Lula Da Silva Targets Brazilian Betting Industry With Drastic Electoral Measures

    Brazilian betting firms are bracing for significant disruption as reports emerge that President Lula da Silva is planning major moves against the online gambling sector.

    The President’s increasingly hostile stance toward the industry is creating friction within his own government, where opinions on how hard to push back against betting remain divided.

    While many Brazilian politicians want to see betting activity curbed, the majority fall well short of supporting an outright ban on the practice entirely.

    Dario Durigan, Finance Minister since March 2026, has outlined his preference for tighter restrictions on online gambling rather than a full prohibition on the sector.

    Durigan’s cautious position is likely informed by the approximately R$7.3bn, equivalent to around £1bn, in tax revenues the Brazilian state collected from regulated betting in the first half of 2026.

    The Ministry of Finance’s Secretariat of Prizes and Bets, which serves as the official regulator of online Brazilian betting, has been intensifying its campaigns against illegal gambling throughout the past year.

    According to local media reports, Lula is planning two key measures targeting online gaming ahead of the country’s October elections.

    The first of these measures involves the creation of an electoral programme in which Lula will meet directly with Brazilians who have been personally affected by problem gambling.

    A ban on sports betting was also reportedly considered, but Lula and his policymakers ultimately decided against including it in their plans, likely wanting to preserve the substantial tax revenues generated by the sector.

    Further advertising restrictions on sports betting are considered highly likely, however, as Brazil has seen a dramatic surge in gambling-related advertising on television in recent years.

    Much of this advertising surge has been concentrated during live sports broadcasts, raising widespread concerns about the social impact of normalising betting for mass audiences.

    As with many newly regulated markets globally, Brazil’s rapid expansion of legal betting has brought both significant economic benefit and growing scrutiny over consumer protection.

    Lula’s main political opponent heading into the October vote is Liberal Party leader Flávio Bolsonaro, son of former President Jair Bolsonaro, who has also reportedly considered whether to include an online gambling ban in his own platform.

    The broader political debate signals that regardless of the election outcome, Brazil’s online gambling industry faces a more restrictive regulatory environment in the months and years ahead.
