Twenty years after federal agents pulled him off a plane in Dallas, David Carruthers is watching the prediction markets industry and seeing uncomfortable echoes of his own story.
Carruthers was the chief executive of BetonSports, one of the world’s largest online gambling companies, when he was arrested on 16 July 2006 while changing planes en route to Costa Rica.
Within 48 hours of that arrest, £900m had been wiped off London’s gaming stocks, BetonSports had sacked him, and he was facing charges tied to a $4.5bn operation premised on taking Americans’ sports bets online and by telephone.
The core accusation was straightforward: that doing so broke US law, a gap between market and legislation that ultimately cost Carruthers five and a half years of his life.
Two decades on, the arrest still shapes his daily existence in ways that go beyond memory, with banks and payment processors maintaining long institutional memories about people who carry criminal records.
Carruthers spent years largely out of public view after prison before stepping back onto the industry stage, speaking at conferences and appearing on a steady run of podcasts about his experience.
He is insistent on one point that he believes the industry needs to hear: prediction markets, the fast-growing platforms letting people bet on elections, sport and world events, are operating ahead of the law in a way that looks very familiar to him.
His arrest was the opening move in a broader crackdown, with Sportingbet’s chairman Peter Dicks detained at JFK airport weeks later on a Louisiana gambling warrant, escaping extradition only because the state’s governor refused to sign it.
“I know of several others who, at the time, were afraid, not knowing whether there was a sealed envelope somewhere with their name on it,” Carruthers says, reflecting on how widely the threat spread through the industry.
The financial reckoning that followed touched figures across the sector, including PartyGaming co-founder Anurag Dikshit, who forfeited $300m and served only probation, and Bodog’s Calvin Ayre, who was indicted and later pleaded to a misdemeanour.
Carruthers does not frame his own story as victimhood, describing his vision for US online betting as one that history has ultimately validated, even if the timing cost him dearly.
“My intentions were honourable and right, and my vision has been proven to be right,” he says, a reading that acknowledges the personal price while refusing to concede the underlying argument.
He draws a direct parallel to Polymarket founder Shayne Coplan, whose New York apartment was raided by the FBI in November 2024, with agents seizing his phone as part of a criminal probe into election betting.
That investigation was eventually dropped, Polymarket found a legal route into the US market and attracted heavyweight institutional backing, and Coplan was soon being described as the world’s youngest self-made billionaire.
The difference, as Carruthers is quick to identify, lies in the backing Polymarket secured and, for now, a more accommodating political administration than the one that sent him to Missouri.
Licensed sports-contract exchange Kalshi has spent the same period fighting state regulators attempting to shut it down, in a dispute over what constitutes illegal gambling that is likely to require Supreme Court resolution.
“I see a potential version with Kalshi and Polymarket. It’s very similar to the position I was in. Now they will argue different, and at the time I argued very different as well. But I lost that argument, rightly or wrongly,” he says.
His broader point about the industry’s relationship with regulation is sharp and consistent: operators have repeatedly defeated themselves not through bad products but through poor engagement with the people who govern them.
“Regulation did not destroy it,” he says. “The operators, the decision makers, the policy makers did not interact effectively with the regulator. It’s not about lobbying. It’s about educating.”
Now in his late 60s, Carruthers continues working, has built a beach house on the Philippine coast, and marks each anniversary of his arrest with a donation to Prisoners Abroad, the charity for Britons jailed overseas that he has supported since 2012.
When critics describe him as a one-story man, he has a simple response ready: “There’s nothing wrong with only one story, as long as it’s the truth.”
