    Italy’s Retail Gambling Reorganisation Decree Pulled From Government Agenda

    Italy’s long-anticipated reorganisation of its land-based gambling sector has stalled, with the government’s retail betting decree removed from the legislative agenda.

    The move comes as Italy faces a ticking clock, with fiscal delegation powers set to expire on 29 August 2026, leaving little room for meaningful legislative progress.

    Prime Minister Giorgia Meloni’s administration had hoped to wrap up the politically sensitive land-based restructuring after relaunching the online gambling framework in November 2025.

    However, negotiations have become deadlocked, primarily over the future of Italy’s contentious distanziometro rules governing minimum distances between gambling venues and sensitive locations.

    The Ministry of Economy and Finance had sought to consolidate the patchwork of regional legislation into a unified national framework with clear minimum distance requirements.

    Alongside distance rules, the proposed decree aimed to standardise opening hours, venue certification processes, and concession requirements across Italy’s retail gambling market.

    Even if the Council of Ministers had approved the decree in time, it would still have required sign-off from the State-Regions Conference and parliamentary committees before taking effect.

    With those procedural hurdles and the August deadline converging, the likelihood of delivering a legislative outcome has become increasingly remote for the Meloni government.

    In the interim, the government has moved to keep the existing market operational by extending retail gambling concessions through to 31 December 2026.

    Market analysts now suggest that a further extension of the current concession regime is the most probable outcome, pushing full sector reorganisation into 2027 at the earliest.

    The delay represents a significant setback for an industry that has been waiting years for clarity on the regulatory framework governing Italy’s vast land-based betting and gaming sector.

    Italy remains one of Europe’s largest gambling markets, making the continued uncertainty around its retail framework a point of concern for operators and investors alike.
