Campaign For Fairer Gambling Declares Micro-Betting An Urgent Public Health Risk In New Jersey

The Campaign for Fairer Gambling has published a new paper urging New Jersey lawmakers to ban online micro-betting, calling it an “urgent public health threat.”

The paper, titled Why New Jersey Must Ban Online Microbetting, argues that compressed betting cycles strip away reflection time and encourage repeated staking during a single match.

The CFG draws a clear distinction between micro-bets and broader in-play wagers that are tied to a match’s eventual result.

The Lancet Public Health Commission in 2024 classed micro-betting among the highest-risk sports betting formats, citing its near-instantaneous resolution as a key concern.

A 2023 Journal of Behavioral Addictions study found that in-play bettors reported greater harm across finances, relationships, work, and mental health.

Earlier research cited in the paper found that micro bettors displayed up to three times more problem gambling risk indicators, with 78% meeting the criteria for problem gambling.

The paper warns: “The numbers are stark: despite 78% of micro bettors meeting the criteria for problem gambling, sports betting operators are aggressively marketing this product to younger bettors through coordinated brand campaigns designed to normalise gambling among young people.”

A June 2026 Epic Research analysis of hundreds of millions of medical records also features among the evidence cited in the paper.

Gambling disorder diagnoses rose 60% in states with legal sports betting and more than doubled among men aged 18 to 29.

Rutgers research placed New Jersey’s problem gambling prevalence at 5.7%, and found that 19% of residents aged 18 to 24 were at high risk.

Two bills, S2160 and A3258, have already been introduced in New Jersey to target wagers placed on the next play or action within a game.

The Senate version would prohibit all micro-bets, while the Assembly amended its bill to cover online wagering only, leaving retail lounges and authorised self-service machines permitted.

Each unlawful wager under the proposed legislation could trigger a fine of between $500 and $1,000 for operators found in breach.

The Assembly bill reached the chamber’s Appropriations Committee on 1 June, while the Senate measure remains in Budget and Appropriations after stalling since March.

Massachusetts has taken a broader approach with S302, which would ban both in-play and proposition wagering alongside advertising and affordability restrictions, and currently sits before Senate Ways and Means.

Louisiana’s SB354 would expressly ban both micro-bets and proposition bets, though the bill remains pending before Senate Judiciary B.

Pennsylvania could also move to restrict micro-betting if lawmakers choose to follow recommendations included in a recent state study.

DraftKings acquired micro-betting supplier Simplebet in 2024 for $200 million, signalling strong operator appetite for expanding the product category.

Despite that investment, micro-betting accounted for only a single-digit share of DraftKings’ company handle during the second quarter of last year, and the operator launched its Moonshot baseball product this past June.

The CFG argues that micro-betting’s limited current revenue weakens operator claims that a ban would materially damage state finances, leaving New Jersey lawmakers to decide whether seconds-long wagers belong on every betting app.
