Sarah Gardner Credits £26 Million Government Funding As UK Regulator Flags Nearly Eight Million Illegal Gambling URLs

A three-year, £26 million government commitment is now visibly reshaping how Britain’s gambling regulator pursues unlicensed operators targeting domestic consumers.

Acting Chief Executive Sarah Gardner told an industry audience that the investment had allowed the Gambling Commission to considerably expand its enforcement capacity since the money began arriving.

The first £7 million tranche landed just over six months ago, and the results in the most recent quarterly data are striking by any measure.

Between July and September 2026, the regulator referred 7.7 million illegal gambling URLs to search engines, a volume that dwarfs enforcement figures from any comparable period on record.

For context, the Commission reported just 147,721 URLs to search engines during the preceding quarter, April to June, making the jump in Q2 activity extraordinary.

The full picture across the first half of 2026-27 shows 7,824,932 illegal gambling URLs referred to search engines, alongside 1,005 cease-and-desist notices issued to unlicensed operators.

To appreciate how much has changed, the entire 2025-26 year produced just 397,527 URLs reported and 266,667 removed, figures that now look modest by comparison.

Of the URLs flagged between July and September, 3,019,291 were successfully removed, while 1,835 websites were referred to search engines for delisting.

Disruption action was also taken against 311 illegal gambling websites during Q2 of the 2026-27 regulatory year, adding another layer to the enforcement campaign.

Gardner delivered the figures publicly in her CEO Briefing speech on 5 November, with the text published on the Commission’s website the following day.

The regulator also used the occasion to announce a new measurement tool, the Illegal Gambling Index, designed to track consumer engagement with unlicensed sites as part of a multi-phase research programme.

Early findings from the index suggest the problem, while serious enough to demand sustained enforcement, has not spiralled out of control among the general population.

Just 0.6% of all survey respondents, a group that included non-gamblers, reported having engaged with an illegal gambling website in the four weeks before being asked.

The Commission characterised that reading as reflecting a “low, stable” prevalence of illegal gambling, though the enforcement data makes clear that the supply of unlicensed content online remains vast.

Gardner has positioned the index as a long-term monitoring mechanism rather than a one-off snapshot, with further phases of the programme expected to refine understanding of how British consumers interact with unregulated operators.
