    Brazil’s Betting Market Faces Political Pressure As Operators Question The “Promised Land” Narrative

    Brazil was widely regarded as the iGaming industry’s greatest untapped opportunity when its Betting Law came into force in January 2025.

    The country offered a deeply rooted sporting culture, an enormous population of potential bettors, and for the first time, a clear and workable regulatory framework.

    A year and a half on, the picture has grown considerably more complicated, with mounting political pressure casting doubt over the market’s long-term trajectory.

    President Luiz Inácio Lula da Silva has made remarks about eliminating the betting sector entirely, sending a chill through operators who had staked significant investment on Brazil’s regulated future.

    Growing regulatory restrictions have compounded the uncertainty, forcing companies to reassess strategies that were built on far more optimistic assumptions just eighteen months ago.

    NEXT.io spoke with major operators active in the Brazilian market, including Sportingbet, Esportes da Sorte, EstrelaBet, Start Bet, and Novibet, as well as technology supplier Cactus Gaming.

    Nikos Papadoglou, general manager of the Novibet Group, remained broadly confident despite the shifting environment, stating: “We believed, and continue to believe, that Brazil has the potential to become one of the most relevant betting markets in the world.”

    Papadoglou drew on experience from other regulated markets to set expectations, noting that “Brazil would go through an initial period of rapid expansion, followed by a consolidation phase.”

    He added that at the consolidation stage, “the differentiator is no longer simply who can grow the fastest, but who can offer the most solid, secure, and innovative product, with a consistent user experience.”

    For operators who arrived early and built real scale, the market has broadly delivered on its original promise, ranking today among the largest regulated betting markets anywhere in the world.

    For others, however, the reality has been far less rewarding, with some companies ending up in mergers, consolidations, or operating at a far smaller scale than originally projected.

    According to NEXT.io’s own market report, the five largest operators in Brazil already control between 45% and 70% of the entire market, depending on the methodology applied.

    Papadoglou noted that this concentration is a natural consequence of the maturation of a regulated market, a pattern consistent with what has played out in Europe and elsewhere.

    The Brazilian market was never going to be equally accessible to every operator that attempted to enter it, and the consolidation now underway is bearing that reality out.

    Political risk remains perhaps the most unpredictable variable, with presidential commentary on the sector adding a layer of instability that no amount of product investment can easily offset.

    The “promised land” that so many operators chased in 2025 may have genuinely existed, but it was never equally available to every company that tried to claim a share of it.
