Brazil’s gambling sector has been shut out of key strategy discussions as President Luiz Inácio Lula da Silva pursues an increasingly hostile stance toward the industry.
The exclusion comes at a critical moment, with Brazil’s general election scheduled for 4 October 2026 and betting firmly established as a major political flashpoint.
President Lula has made little secret of his disdain for the gambling sector, repeatedly speaking out against its financial and social consequences for ordinary Brazilians.
In a recent podcast interview, Lula stated that “the tragedy of gambling is that you spend your whole life gambling to pay off the losses from the first game you played.”
Brazil’s Finance Minister Dario Durigan further underlined the administration’s position by confirming that if it were up to President Lula, he would have ended betting entirely.
Despite the hostile political climate, the Brazilian betting and gaming sector has generated R$8.7bn, equivalent to approximately £1.2bn, for the Federal Revenue Service between January and July 2026.
That figure represents a 76% increase compared to the same period last year, highlighting the industry’s rapid growth even as government pressure intensifies.
The irony of surging tax revenues failing to soften Lula’s opposition to gambling underlines just how ideologically driven his administration’s approach to the sector has become.
Lula’s main election challenger, Flávio Bolsonaro, is also reportedly weighing a move to end online betting as part of his own campaign manifesto.
That means Brazilian gambling operators face a deeply uncertain future regardless of who wins in October, with both leading candidates signalling strong opposition to the sector.
With stakeholders locked out of strategy conversations and no clear ally at the highest levels of government, the Brazilian gambling industry finds itself politically isolated at a pivotal moment.
The coming weeks are likely to prove decisive for how Brazil’s regulatory relationship with gambling is shaped for years ahead.
