    Citizens Analysts Jordan Bender And Isabelle Slavin Question Bally’s Ability To Complete Las Vegas Project

    Analysts at Citizens have raised serious doubts about Bally’s Corporation’s capacity to complete its ambitious pipeline of casino development projects.

    Jordan Bender and Isabelle Slavin of Citizens were responding in part to a 10-Q filing Bally’s submitted to the SEC, in which the company itself expressed doubts over its ability to continue as a going concern.

    The operator’s current pipeline includes a downstate New York casino opening in 2030, a Chicago project scheduled for early 2027, and an ongoing Las Vegas development.

    The Citizens analysts said: “The situation does not appear dire, and the company reiterated that it is working to secure outside funding for New York, but we do not believe the company has the ability to finish all of its projects without selling or bringing in a development partner at its current leverage levels.”

    According to the analyst note, Las Vegas would be the most likely asset either to be sold or to require a development partner to be brought in.

    The Las Vegas project relates to the rights to develop land at the former Tropicana Las Vegas site, a high-profile opportunity that has attracted significant industry attention.

    A subtle but notable shift in Bally’s own communications may add weight to that prediction, as recent updates have dropped references to a casino on the site in favour of mentioning only “non-gaming amenities.”

    A separate note from Macquarie offered a more measured take, with analysts Chad Beynon, Aaron Lee, and Sam Ghafir describing Bally’s Chicago, New York City, and Las Vegas projects as attractive despite the operator’s own expressed concerns.

    Macquarie described itself as “constructive on the underlying asset base,” and highlighted positive signals including a non-binding Investment Fundamentals term sheet for a pre-construction loan and a Letter of Intent with a potential equity investor for the NYC project.

    Macquarie maintained a neutral rating on the stock but lowered its target price from $13 to $11, placing it on the bearish side of that neutral position.

    Barry Jonas, MD of Truist, suggested that renewed financing on the New York project could yet reassure investors and eliminate the going concern discussion, while noting the language is “not a good look and is rarely seen across our coverage.”

    Truist reiterated its hold rating, and Citizens maintained its market perform rating, with both firms resisting a sell call due to potential stock volatility in either direction.

    Bender and Slavin wrote: “Moving pieces and project openings, along with ongoing cost-saving initiatives and a lack of guidance, create some level of uncertainty for estimates over the coming years.”

    The Citizens analysts consider the current shares multiple of 7.2x consensus 2027E EBITDA estimates to represent fair value at this stage.

    Citizens has revised its 2026-2027 EBITDAR estimates downward, moving from a previously forecast range of $793m to $882m to a reduced range of $751m to $829m.

    Bally’s share price has fallen 34% in the past month, dropping sharply following Q2 results before recovering slightly and then falling a further 9%.

    Bally’s Intralot’s adjusted EBITDA fell from €100.2m in Q1 to €84.6m in Q2, a decline the operator attributed to tax increases in the UK.

    The 10-Q filing warned that the company’s liquidity levels may not be sufficient to satisfy the terms of its revolving credit facility, based on its own internal forecasts.

    Compliance with those terms has been temporarily and conditionally waived until March 2027, with Bally’s now actively exploring financing alternatives to stabilise its position.

    The filing stated that while those explorations are ongoing, “the conditions and events raise substantial doubt about the company’s ability to continue as a going concern.”
